Heat olive oil in a skillet over medium heat. Sauté chopped onions and bell peppers for 5 to 7 minutes until tender.

In a large bowl, mix ground beef, sautéed vegetables, minced garlic, Worcestershire sauce, breadcrumbs, eggs, and half the shredded cheese until just combined.

Form the mixture into a loaf shape and place it in a prepared baking dish or loaf pan.

Spread ketchup evenly over the top of the loaf, then sprinkle with the remaining shredded cheese.

Bake in a preheated oven at 175°C for 60 to 70 minutes until the internal temperature reaches 71°C.
