Brown the ground beef in a skillet over medium heat, breaking it apart with a spatula until fully cooked, then drain the excess fat.

Add salt, black pepper, garlic powder, onion powder, and Worcestershire sauce to the cooked beef, then stir in shredded cheddar cheese until melted and fully incorporated.

Roll out each biscuit to approximately 0.6 cm thickness. Place about 30 ml of the cheesy beef mixture onto the center of each biscuit.

Carefully fold the biscuit dough edges around the filling, pinching securely to seal and form a ball. Arrange each with the seam side down on the prepared baking sheet.

Combine melted butter and minced garlic in a small bowl. Brush this garlic butter mixture generously over the tops of each formed bomb.

Evenly sprinkle grated Parmesan cheese over each bomb.
