Set the oven temperature to 190°C (375°F).

In a large bowl, thoroughly combine ground beef, breadcrumbs, eggs, milk, Parmesan, onion, garlic, Italian seasoning, red pepper flakes (if using), salt, and black pepper.

In a separate bowl, mix ricotta, shredded mozzarella, sautéed spinach, garlic powder, and salt until evenly incorporated.

Press half of the meat mixture into a loaf pan, spread the filling evenly over it, then layer the remaining meat mixture on top and smooth the surface.

Bake the meatloaf for 45 minutes at 190°C.

Remove the meatloaf from the oven, spread marinara sauce over the top, sprinkle with shredded mozzarella, then return to bake for an additional 15 minutes.

Allow the meatloaf to rest for 10 minutes before slicing. Garnish with fresh basil or parsley if desired.
