Preheat the oven to 200°C or set the broiler to high heat.

In a 23-25 cm cast iron skillet over medium heat, melt the butter. Whisk in the flour and cook for about one minute to form a roux. Gradually whisk in the milk and cook for approximately three minutes until the mixture thickens slightly.

Remove the skillet from heat. Immediately stir in the shredded Monterey Jack cheese until melted and smooth. Season with salt and black pepper. Fold in the chopped roasted jalapeños gently. Crumble the goat cheese on top and combine lightly without overmixing.

If baking, place the skillet in the preheated oven and cook for 12 to 15 minutes until the top is golden brown. If broiling, place the skillet under the broiler and cook until the surface browns quickly, watching carefully to prevent burning.

Remove from heat. Sprinkle chopped cilantro over the top and serve immediately with tortilla chips for dipping.
