Add marinara sauce, water, Italian seasoning, salt, and black pepper to the meat. Simmer for 5 minutes.

Cook pasta according to package instructions until al dente. Drain and set aside.

In a large bowl, mix cooked pasta, meat sauce, and ricotta or cottage cheese until evenly combined.

Transfer the mixture into a greased 23×33 cm baking dish. Sprinkle shredded mozzarella and grated Parmesan evenly on top.

Bake uncovered for 20–25 minutes until the casserole is bubbly and cheese is melted and golden.
