In a large bowl, combine ground meat, chopped cabbage, green onions, soy sauce, sesame oil, ginger, garlic, salt, and pepper. Mix thoroughly until well incorporated.

Place a small spoonful of filling in the center of each wrapper. Moisten wrapper edges with water, fold over to form a half-moon shape, and pinch edges to seal. Repeat for all wrappers and filling.

Heat vegetable oil in a large nonstick skillet over medium-high heat. Arrange dumplings flat side down, ensuring they do not touch. Fry for 2-3 minutes until bottoms are golden and crisp.

Add 60 ml water to skillet and immediately cover with a lid to trap steam. Reduce heat to medium and cook for 5-6 minutes until filling is cooked through and wrappers become tender.

Remove lid and allow remaining water to evaporate. Continue cooking for 1-2 minutes to re-crisp the bottoms before removing from heat.

Transfer dumplings to a plate and serve hot with soy sauce or preferred dipping sauce.
