Break up ground beef in a big pan over medium heat. Cook until no pink shows. Drain off the fat.

Grab a big bowl and stir together the cooked beef, rice, cream of mushroom soup, milk, 1 cup of cheddar cheese, Worcestershire sauce, garlic powder, onion powder, salt, and pepper.

Put the mix evenly into a 9x13 inch pan.

Scatter the leftover half a cup of cheddar cheese evenly on top.

Bake for about 25 minutes until the cheese melts, turns golden, and bubbles.
